June 24, 2025 – Chinese Petrochemical Giant Secures Landmark Deal in Kazakhstan’s Polymer Sector
Sinopec Engineering Group has achieved a strategic breakthrough in Central Asia’s petrochemical market with the signing of a major EPC contract for polyethylene facilities at Kazakhstan’s Silleno project. The agreement, involving a multinational consortium, represents a significant advancement for China’s color masterbatch industry supply chain.
The project consortium brings together Sinopec’s Shanghai Engineering subsidiary, Ningbo Engineering Corporation, and Italy’s Tecnimont – combining European engineering excellence with Chinese project execution capabilities. Industry analysts note such international partnerships are becoming increasingly crucial for complex polymer production projects.

“This collaboration demonstrates our commitment to technological exchange under the Belt and Road Initiative,” a Sinopec spokesperson commented. “The Silleno complex will incorporate cutting-edge polyethylene production technologies while meeting stringent international standards.”
The Kazakhstan development holds particular significance for Asia’s masterbatch manufacturers, as it promises to enhance regional availability of polymer raw materials. Market observers highlight how such infrastructure projects facilitate technology transfer while creating new opportunities for auxiliary industries, including colorant and additive suppliers.
With this contract, Sinopec strengthens its position in Central Asia’s growing petrochemical sector. The project is expected to serve as a reference for future international ventures, particularly in emerging markets seeking to develop domestic polymer production capabilities. Experts anticipate the deal will accelerate similar collaborations across the masterbatch value chain in the region.
