China Imposes Anti-Dumping Duties on POM Copolymers from US, EU, Taiwan & Japan

May 19, 2025 – China’s Ministry of Commerce (MOFCOM) made a major announcement on May 18, 2025, through Announcement No. 25 of 2025, revealing the conclusive findings of an anti-dumping investigation. The investigation firmly determined that imported polyoxymethylene (POM) copolymers sourced from the United States, the European Union, the Taiwan region of China, and Japan have engaged in dumping practices. These actions have inflicted substantial damage on the POM copolymer industry within the Chinese mainland, with a definitive causal relationship established between the dumping activities and the harm suffered.​

In line with Article 38 of China’s Anti-Dumping Regulations, MOFCOM submitted proposals to the Tariff Commission of the State Council, advocating for the imposition of anti-dumping duties on the implicated products. After thorough consideration of MOFCOM’s recommendations, the Tariff Commission reached a decision to enforce anti-dumping measures on the above-mentioned imported POM copolymers, effective as of May 19, 2025.​

As AsiaMB has gathered, POM copolymers, recognized as high-performance engineering plastics, are highly regarded for their remarkable mechanical properties, including outstanding strength, fatigue resistance, and creep resistance. Widely applied across diverse sectors, these materials can substitute for metals such as copper, zinc, tin, and lead to a certain extent, playing a pivotal role in industries like automotive parts manufacturing, electronics, and industrial machinery.​

The newly implemented anti-dumping duties vary significantly based on the product’s origin. Imports from American companies will be levied a hefty 74.9% tariff, while those from the EU will face a 34.5% duty. Among Taiwanese enterprises, Polyplastics Taiwan Co., Ltd. and Formosa Plastics Corporation will be taxed at 3.8% and 4.0% respectively, whereas other Taiwanese firms will be required to pay 32.6%. For Japanese imports, Polyplastics Co., Ltd. and Asahi Kasei Corporation will be subject to 35.5% and 24.5% duties, with all other Japanese companies facing a uniform 35.5% tariff. These anti-dumping measures will remain in force for a five-year period, until May 19, 2030, with the primary goal of safeguarding the healthy development of the domestic POM copolymer industry and maintaining a fair and competitive market environment.
