February 19, 2025 – India Imposes Anti-Dumping Duties on Titanium Dioxide from China, Levied on a Specific Quantity Basis
On February 12, 2025, India announced its final ruling, imposing anti-dumping duties on titanium dioxide (TiO2) originating from China, with the duties calculated based on the margin of injury. The levying of these duties will be on a specific quantity basis.

The anti-dumping investigation into TiO2 from China was initiated by India on March 28, 2024. With the support of China’s Ministry of Commerce and the China Petroleum and Chemical Industry Federation, the China National Coatings Industry Association organized 26 TiO2 producers across the country to entrust Beijing Zhongyin Law Firm to carry out the industry’s non-injury defense and response work.
On January 29, 2025, India disclosed the facts prior to the final ruling, indicating that anti-dumping duties would be calculated based on the lower of the dumping margin or the injury margin. The estimated duty rates were as follows: Lomon Billions Group at 15%-25%, Anhui Jinxing Titanium White Group at 20%-30%, Shandong Lubei Group at 20%-30%, individually responding companies not selected for sampling at 15%-25%, and other enterprises at 25%-35%. The final duty rates for the responding companies were expected to be around 20%, slightly higher than initially anticipated, with the possibility of India adopting a specific quantity-based levying mode in the final ruling.
In the final ruling announced on February 12, 2025, India imposed anti-dumping duties on a specific quantity basis, with the following rates: Lomon Billions Group at USD 460 per ton, Anhui Jinxing Titanium White Group at USD 609 per ton, Shandong Lubei Group at USD 563 per ton, individually responding companies not selected for sampling at USD 510 per ton, and other exporting enterprises at USD 681 per ton. The anti-dumping duties are expected to be imposed within approximately one and a half months.
In response to India’s final ruling on the anti-dumping investigation into TiO2 from China, the China National Coatings Industry Association, together with the law firm, will promptly understand the appeals and suggestions of the enterprises, actively report the situation to the relevant national departments, continue to monitor the development dynamics, and timely file another appeal regarding the anti-dumping investigation into TiO2 from China by India.
