January 18, 2025 – Zhenhai Refining and Chemical Complex’s Phase II(2) Expansion Witnesses Significant Progress
The construction of the Phase II(2) expansion project at the Zhenhai Refining and Chemical Complex of Sinopec Ningbo Zhenhai Refining and Chemical Co., Ltd. has reached another milestone. Recently, the bid winners for the first section of the pile foundation works for two major items, including the 1# 200,000-tonne/year Polyolefin Elastomer (POE/α-Olefin) combined unit within the project, have been announced, with Beijing Oriental Xinxing Survey and Design Co., Ltd. successfully making the cut.

It is reported that the Phase II(2) project has already obtained approval from the Ningbo Municipal Development and Reform Commission and has been greenlit for construction by China Petroleum & Chemical Corporation. Sinopec Ningbo Zhenhai Refining and Chemical Co., Ltd. serves as the project owner, with the construction funds entirely self-raised by the enterprise. The bidding process for the project is overseen by Sinopec Ningbo Zhenhai Refining and Chemical Co., Ltd., while Sinopec Group Bidding Co., Ltd. (Zhenhai Project Department) acts as the bidding agency. Situated in the Niluo Mountain Reclamation Area of the Ningbo Petrochemical Economic and Technological Development Zone, the project spans approximately 215 hectares, including about 202 hectares of newly acquired land (reclamation from the sea), with a total investment of approximately RMB 38.08 billion.
According to the Color Masterbatch Industry Network, the Phase II(2) project represents an expansion based on the existing scale of Zhenhai Refining and Chemical. It comprises 18 units, such as a 1.5 million-tonne/year steam cracker, an 800,000-tonne/year pyrolysis gasoline hydrogenation unit, and a 500,000-tonne/year aromatics extraction unit. These units will significantly boost Zhenhai Refining and Chemical’s production capacity and further diversify its product mix. Notably, on November 4, 2024, the bid results for the first section of the 50,000-tonne/year α-Olefin unit within the Phase II(2) project were announced, with Beijing Yanshan Yulong Petrochemical Engineering Co., Ltd. emerging victorious. Furthermore, on December 19, 2024, the Zhenhai Refining and Chemical’s Phase II expansion and high-end new materials project achieved full mechanical completion, marking the upgrading of Zhenhai Refining and Chemical’s refining capacity to 40 million tonnes per annum. This series of construction achievements not only showcases Sinopec Ningbo Zhenhai Refining and Chemical Co., Ltd.’s formidable strength but also suggest the company will play an even more crucial role in the future development of the chemical industry.
