September 29, 2024 – A significant milestone has been achieved in the ExxonMobil Huizhou Ethylene Phase I project, as three major facilities—the station building, telecommunication cabinet room, and substation—recently underwent and successfully passed a rigorous joint inspection conducted by a multi-party team. This accomplishment signifies the successful completion of the construction goals set forth for the project, which is being undertaken by the Guangdong Branch of China Chemical Engineering Thirteenth Construction Co., Ltd.

The joint inspection brought together representatives from the construction party, design party, supervision party, survey party, construction unit, and relevant government departments to form a professional inspection team. During the inspection process, the responsible leaders of the five parties first provided detailed reports on the fulfillment of the engineering contract and the compliance with laws, regulations, and mandatory engineering construction standards during various stages of the ongoing project. Subsequently, the inspection team members conducted a thorough and meticulous examination of the project site, covering aspects such as construction quality, fire safety, administrative approval procedures, and project inspection documents.
According to insights from the Color Masterbatch Industry Network, after a strict site inspection and document review, the inspection team unanimously agreed that the construction of the automobile loading and unloading facility station building, the telecommunication cabinet room for the second water supply and fire protection pump station, and the substation for sewage pretreatment in the ExxonMobil Huizhou Ethylene Phase I project all met the requirements of the design, construction contract, as well as current laws, regulations, and mandatory provisions. The project’s quality reached the qualified standards, and all relevant documentation was complete and well-organized. Therefore, the inspection team unanimously approved the joint inspection of the aforementioned facilities.
The ExxonMobil Huizhou Ethylene project holds immense significance as one of the first seven landmark major foreign-invested projects in China and the first major petrochemical project wholly owned by a U.S. company in the country. Located in the Huizhou Dayawan Petrochemical Industrial Zone, the project boasts a total investment of approximately $10 billion and is planned for two phases of construction. Phase I encompasses a flexible-feed steam cracking unit with an annual production capacity of 1.6 million tons of ethylene, along with multiple sets of high-performance linear low-density polyethylene units, low-density polyethylene units, and differentiated high-performance polypropylene units, among others. Additionally, it is equipped with several crucial supporting projects, including a heavy-lift terminal. Upon reaching full production capacity, Phase I is expected to generate an annual revenue of up to 39 billion yuan. Notably, on June 30, 2024, Phase I successfully achieved intermediate delivery.
