May 27, 2025 – The “China (Jieshou) Circular Economy Development Index (2024)” has been recently released. The data indicates that in 2024, Jieshou’s circular economy industry witnessed a remarkable upsurge, with its industry index soaring to 196.76 points, nearly doubling within four years. Relying on scientific planning and innovation – driven strategies, Jieshou’s plastic recycling industry has achieved remarkable results in terms of industrial scale, chain perfection, and policy implementation, emerging as a national model for circular economy.
Situated in the northwest of Anhui Province, Jieshou serves as a crucial demonstration base for the national resource recycling industry. Its recycled plastics business holds a significant position in the market, accounting for a tenth of the market share. The Guangwu Science and Technology Park and the Beicheng Science and Technology Park, as the core of the industry, process 2.6 million tons of waste plastics annually, making it the largest production base for recycled plastic modified pellets in the country.
According to the Color Masterbatch Industry Network, Jieshou has established a mature system in constructing the plastic recycling industry chain. Take the Guangwu Recycled Plastic Circular Economy Industrial Park as an example. With numerous enterprises settled in the park, it has successfully created three well – developed industrial chains: the chemical fiber industry, modified PVC plastic products, and modified PE plastic pipes. Its business covers the entire process from waste plastic collection, processing, product manufacturing to technology research and development, achieving an industrial closed – loop from waste to high – end products.
Policy support has been a vital driving force behind the development of Jieshou’s plastic recycling industry. The Jieshou government has attracted enterprises to settle in by establishing industrial parks, improving infrastructure, and introducing preferential policies. It adheres to the cluster – based development model, extends the circular economy industry chain, and promotes the construction of a green manufacturing system, creating multiple national and provincial – level green demonstration bases. Meanwhile, guided by policies, Jieshou has built several national and provincial – level innovation platforms, providing support for enterprises’ technological research and development and achievement transformation, thus forming an innovation pattern featuring “enterprise – led, platform – supported, and talent – involved”. In addition, Jieshou’s enterprises have actively taken the lead in formulating a number of national standards, leading technological innovation.
The development of Jieshou’s plastic recycling industry also benefits from the leading role of key enterprises. Companies like Anhui Guanhong Plastics Co., Ltd., as a national specialized and sophisticated “little giant” enterprise and a national – level green factory, play a crucial role in recycled plastic production, technological research and development, and standard setting. Their products are widely used in fields such as automobiles and home appliances.
Looking ahead, Jieshou is actively planning the future development of its plastic recycling industry. It will invest in the construction of the 2.0 version of the circular economy industrial park, develop areas such as the secondary use of power batteries and the high – value application of recycled materials, establish a circular economy industry alliance, set up a green development fund, and spare no effort to create the “Jieshou Circular” regional public brand, promoting the industry to a higher level.
