Pakistan Launches Second Sunset Review on PVC Resin Anti-Dumping Duties
Pakistan’s National Tariff Commission (NTC) has initiated a second sunset review investigation into anti-dumping duties imposed on suspension-grade polyvinyl chloride (PVC) resin imported from China, South Korea, Thailand, and Taiwan. The review, announced in Notice No. 50/2016/NTC/PVC/SR-II/2025, follows an application filed by domestic producer Engro Polymer and Chemicals Limited on March 28, 2025.

Key Details of the Investigation
Scope: The probe covers PVC resin under HS code 3904.1090, widely used in manufacturing pipes, cables, films, footwear, and packaging materials.
Investigation Period: January 1, 2022, to December 31, 2024.
Current Measures: Existing anti-dumping duties remain in force during the review, with a final decision expected within 12 months.
Background & Previous Rulings
Pakistan first imposed anti-dumping duties on PVC resin from these regions in 2018, following an investigation launched in 2016. The initial five-year duties expired in June 2022 but were extended after a first sunset review in December 2023. Current duty rates range from 3.44% to 20.47% for China, 4.00–14.97% for South Korea, 13.98% for Thailand, and 16.68% for Taiwan.

Interested parties must register within 10 days of the notice (June 2, 2025) and submit comments or hearing requests within 45 days.
