Indonesia Launches Anti-Dumping Probe into Polypropylene Imports

December 24, 2024 – Indonesia’s Anti-Dumping Commission has officially announced the initiation of an anti-dumping investigation into Polypropylene Homopolymer (PP Homopolymer) imported from China, Malaysia, Vietnam, Thailand, Singapore, Saudi Arabia, Philippines, and South Africa. The products under investigation have been identified under the Indonesian tax code 3901.10.40.

This measure marks not the first anti-dumping action taken by Indonesia against polypropylene products. As early as September 17, 2024, Indonesia’s Ministry of Finance issued Announcement PMK60, specifying the imposition of a five-year anti-dumping duty on Biaxially Oriented Polypropylene (BOPP) films originating from China and Malaysia. This measure took effect from October 1, 2024, and will remain in force until September 30, 2029. The BOPP films involved in this case bear the Indonesian tax codes 3920.20.10, ex.3920.20.91, and ex.3920.20.99.

According to Color Masterbatch Industry Network, Indonesia’s anti-dumping investigation into polypropylene film products is not a recent development. In fact, on August 7, 2019, Indonesia’s Anti-Dumping Commission already announced the initiation of an anti-dumping investigation into polypropylene film products originating from China and Malaysia. After more than a year of investigation and deliberation, on December 3, 2020, the Commission made a definitive final ruling on the case and recommended the imposition of a five-year anti-dumping duty on the products involved from China and Malaysia, in order to safeguard fair competition in the Indonesian domestic market. The current anti-dumping investigation into polypropylene homopolymer will undoubtedly further intensify competition among related enterprises in the Indonesian market.
