On May 10, 2025, India’s Department of Revenue under the Ministry of Finance officially issued Notification No. 12/2025-Customs(ADD), indicating that the country had accepted the final anti-dumping recommendation proposed by the Ministry of Commerce and Industry regarding Titanium Dioxide imports from China. Consequently, India has decided to impose anti-dumping duties on Chinese Titanium Dioxide products entering or originating from its market, with rates ranging from 460to681 per ton. This measure will remain in effect for a period of five years. Notably, Titanium Dioxide products intended for use in the food, pharmaceutical, cosmetic, and chemical fiber industries, as well as those in nano-grade or ultra-fine forms, are exempted from these duties. The anti-dumping duties will come into force from the date of official publication of the notification in the gazette.

Tracing back to the origins of this anti-dumping investigation, it was initiated on March 28, 2024, when the Ministry of Commerce and Industry of India announced, in response to a joint application from domestic companies Kerala Minerals and Metals Ltd., Travancore Titanium Products Ltd., and VV Titanium Pigments Pvt. Ltd., that it would commence an anti-dumping investigation into Titanium Dioxide imports from China. According to industry sources, including Color Masterbatch Business Network, the investigation spanned several months before culminating in a definitive affirmative ruling by the Ministry of Commerce and Industry on February 12, 2025. This ruling provided the legal basis for the subsequent imposition of anti-dumping duties.
