Indian Ministry Halts Investigation: No Dumping Proven in Chinese Fastener Imports

February 11, 2025 – India’s Ministry of Commerce and Industry has made an announcement, deciding to terminate the anti-dumping investigation against fasteners originated in or imported from China. The decision was made on February 7, 2025, due to the lack of sufficient evidence provided by the domestic industry to prove the existence of dumping and injury caused by these imported fasteners.

The investigation, which was initiated on September 23, 2023, focused on a wide range of fastener products, including but not limited to screws, bolts, nuts, coil nails, concrete nails, brads, spring and roller clips, industrial pins and nails, steel strap seals, plastic strip nails, cable clips, loose nails, steel and U-nails, bedding consumables, clips, angle nails, and other specified items. These products fell under Indian HS codes 73170013, 73170019, 73181110-73181190, 73181200, 73181300, 73181400, 73181500, 73181600, 73181900, 82074090, and 83059010.

The period of investigation for dumping covered 12 months from April 1, 2022, to March 31, 2023. Meanwhile, the injury investigation period encompassed four consecutive years, from April 1, 2019, to March 31, 2023, including the dumping investigation period.

However, the domestic industry in India failed to furnish the necessary information and evidence to substantiate claims of dumping and resultant injury. As a result, the Ministry of Commerce and Industry determined that it could not make any decision based on the evidence available concerning the alleged dumping and injury to the domestic industry.

This termination marks the end of a nearly two-year-long investigation into the matter, providing some relief to Chinese exporters of fasteners to India. It remains to be seen whether this decision will have any impact on the future trade relations between the two countries in the fastener sector.
