Coordinated Effort: Chinese Textile Industry Faces Indian Anti-Dumping Investigation

January 18, 2025 – Chinese Textile Industry Mobilizes to Respond to Indian Anti-Dumping Probe on Nylon Filament Yarns

On the afternoon of January 9, 2025, the China Chamber of Commerce for Import and Export of Textiles (CCCT) organized a coordination meeting to address an anti-dumping investigation initiated by India against nylon filament yarns imported from China and Vietnam. The meeting brought together leaders from the Trade Remedy Investigation Bureau of the Ministry of Commerce, as well as the Commerce Departments of Henan, Jiangsu, Fujian, and Zhejiang Provinces, along with representatives from the Ningbo Municipal Commerce Bureau and textile associations. Also in attendance were representatives and legal advisors from the companies involved in the case.

It was reported that on December 26, 2024, the Directorate General of Trade Remedies under India’s Ministry of Commerce and Industry officially commenced an anti-dumping investigation into nylon filament yarns originating from China and Vietnam. The investigation covers multiple HS codes, including 54021910 and 54021920, spanning a 15-month period from April 1, 2023, to June 30, 2024. Additionally, the damage analysis encompasses three full fiscal years preceding and including the investigation period.

During the meeting, the head of the Trade Remedy Investigation Bureau of the Ministry of Commerce first outlined the current state of bilateral trade between China and India and provided insights into the relevant dynamics of the Indian market. He further offered specific guidance on how to tackle anti-dumping cases. Subsequently, Wang Dongxiao, Director of the Legal Department at CCCT, delved into the specifics of the involved products, import-export data, and information about the applicant in the investigation. He also provided detailed instructions to the companies on the requirements of the response procedure and the specifics of submitting their responses. According to AsiaMB’s understanding, the companies involved in the case shared their export situations to India and provided insights into the Indian domestic industry and the applicant in this case. Lastly, legal advisors presented professional suggestions on the strategy to address the case.
