Colombian Anti-Dumping Ruling Affects Chinese Polypropylene Exports

The Ministry of Trade, Industry, and Tourism of Colombia has recently issued a significant announcement, No. 411, in its official gazette, rendering a final anti-dumping determination on specific polypropylene nonwoven fabric products originating from China. The ruling outlines the implementation of anti-dumping measures through the establishment of a minimum price to shield domestic industries from the impact of low-priced imports.

The announcement precisely targets polypropylene nonwoven fabrics with a weight ranging from 8 grams to 70 grams per square meter. If the declared Free On Board (FOB) price of imported products falls below the minimum price of USD 2.58 per kilogram (calculated on net weight), Colombian customs will impose an anti-dumping tax equivalent to the difference between the minimum price and the actual declared customs value.

According to AsiaMB’s Color Masterbatch Network, these anti-dumping measures take immediate effect from the date of publication in the official gazette and will remain in force for a duration of five years. Additionally, the announcement provides a detailed list of the tariff codes for the affected products in Colombia, namely 5603.11.00.00 and 5603.12.90.00, to facilitate accurate identification and compliance by relevant enterprises and institutions.

This move is poised to exert a substantial influence on the trade of polypropylene nonwoven fabrics between China and Colombia. Pertinent export enterprises are advised to closely monitor this development and promptly adjust their export strategies to navigate potential market fluctuations.
