On the afternoon of July 17th, Jiang Cheng, member of the Shandong Provincial Party Committee and Secretary of the Yantai Municipal Party Committee, visited Yulong Island to conduct a field survey on the integrated refinery project. He emphasized the importance of systematic thinking and overall planning in project management and urged the project team to fully accelerate the construction progress while making comprehensive preparations for production and operation. Secretary Jiang clearly stated that the goal of the project is to ensure a one-time successful startup and to be fully operational by the end of the year, thus contributing to Yantai’s effort to become a green, low-carbon, and high-quality development demonstration city.

Currently, the first phase of the Yulong Island integrated refinery project is at a critical stage, with construction nearing completion and production preparations in full swing. Secretary Jiang first visited the central control room, carefully inspected the operation of the intelligent management and control platform, and gained a deep understanding of safety controls, abnormal warnings, and command scheduling. He emphasized that “details determine success or failure” and required enterprises to implement every aspect of their work to enhance the reliability and safety of overall operations.
According to the Color Masterbatch Industry Network, the Yulong Island integrated refinery project is not only a key project of the national “14th Five-Year Plan” but also a critical undertaking for Shandong Province to promote industrial upgrading and achieve high-quality development. Located on Yulong Island, Huangshanguan Town, Longkou City, Yantai, Shandong Province, the project has a total investment of 149.3 billion yuan. It aims to build a 40 million ton integrated refinery base. The first phase of the project will utilize imported crude oil to construct a series of refining facilities, including oil refining, mixed aromatics, and ethylene, with an estimated annual capacity of 20 million tons of refined oil, 3 million tons of mixed aromatics, and 3 million tons of ethylene.
The main works of the first phase of the project cover multiple core devices such as atmospheric distillation, atmospheric and vacuum distillation, residual oil hydrogenation, diesel hydrogenation, diesel hydrocracking, kerosene hydrogenation, catalytic pyrolysis, wax oil hydrocracking, continuous reforming, aromatic hydrocarbon combination, ethylene, cracking gasoline hydrogenation, butadiene, ethylene glycol (EG) devices, etc. In addition, it also includes a series of important production devices such as ethylene-vinyl acetate copolymer (EVA)/low-density polyethylene (LDPE), high-density polyethylene (HDPE), full-density polyethylene (FDPE), ultra-high molecular weight polyethylene (UHMWPE), polypropylene, ABS resin, acrylonitrile, epoxy propane (PO) + styrene (SM) co-production, ethylbenzene (EB)/SM. The completion of these devices will have a profound impact on the development of China’s petrochemical industry and make significant contributions to the prosperity of national and local economies.
